Lead Ore A certain amount of this ore has been tran-

shipped here from Indo-China to Japan with the special

permission of the Secretary of State. The Colony has no

hold on this traffic and it is desirable that reference

home should not be necessary. Divers for would be easy in

case of refusal.

(n) Manganese Ore. This is imported from South China and

re-exported to Japan and U.S.A. General permission for the

former destination has been granted provided transhipment

is reported. Special permission is required for U. S. A.

Are these restrictions still necessary ? Supplies of the

ore are reported to be abundant.

The

Animal Oils & Fate. (1) Lard. This is exported in large

quantities to the Philippine Islands, U.S.A. and South America (besides British destinations), this traffic being:

covered by the dispensation of the 11th. July, 1917. produce of the local slaughter-houses (500 tons in 1917 and 800 tons in 1918) goes mainly to Manila under the

telegram of 3rd. May, 1916. A certain amount may be included in shipments to other non-British destinations but is impossible to keep the local and imported product

quite distinct. The existing dispensations there fore

cover the normal movement of this trade.

(II) Tallow. Small quantities of this are imported from

the neighbouring countries and re-exported to Japan.

can ill afford the cost of reference home.

(p) Vegetable Oils & Fata. The existing dispensation (Tele-

-gram of 11. 7. 17.) covers the normal trade: But there

is a considerable transhipment trade in Singapore Cocoa- -nut Oil to Japan, which requires reference home in each
